Developing a new program can be challenging for both small and large organizations. The processes and skills for innovation and modeling are different than those for every day management and operations. As a result, progress on new initiatives can seem slow if they are not given independent resources for their development.

Program design needs fluid boundaries and space beyond day-to-day functions and rigid processes. Allowing design to emerge independently means that you won’t just be dressing up tired ideas in new clothes.
Implementation.
Starting up a new program is, at its core, much like starting up a new company. Determining resources and needs are both fluid and time sensitive processes creating challenges daily. Often you don’t know what you need until you need it. This is the heart of entrepreneurship.
